Transactions on the International Reloadable (INTL REL) card for web hosting, domain purchases, online advertising, and similar services may be declined by default. This is intentional and can be enabled per-account upon review.
What’s happening
You may see declines when attempting:
Web hosting (e.g., hosting providers, VPS)
Domain registration/renewals
Online advertising platforms
Related digital infrastructure and marketing services
Typical decline codes/messages: “Do not honor,” “Restricted MCC,” or “Declined by issuer.”
Why these are blocked by default
Our INTL REL issuer has identified elevated fraud and abuse risk with these categories—particularly phishing and crypto-related scam activity—originating from hosting, domain, and similar service purchases. To protect customers and the network, these categories are restricted by default for INTL REL cards.
How to get this enabled
We can enable these categories for your INTL REL card on a per-account basis after a quick review:
Confirm the merchant and what you’re purchasing (e.g., hosting plan/domain/ads credit).
Share expected monthly spend and whether it’s recurring or one-time.
Provide your business website or brief description of use.
Contact Support with the above details and a recent decline attempt (date, time, amount, and merchant).
Once approved, we’ll enable access for these categories on your account and you can retry the transaction.
Tips before you retry
Make sure your card is active and funded.
Verify the merchant category (MCC) truly maps to hosting/domains/ads; some resellers aggregate processing under different MCCs.
If your transaction is still declined after enablement, send the exact decline timestamp and amount so we can trace it.
Alternative options
If your use case is occasional or limited, consider using a supported domestic card type for the same purchase, if applicable.
Check whether a different merchant or processor for the same service works without the restricted MCC.
